Lubbock resident Mark Steven Todd (55) was arrested by police Sunday morning on charges of aggravated assault.

Police were called to the 5500 block of 4th Street. Upon arriving at the scene, officers found a man who had been so severely beaten that one of his eyes was swollen shut.

The victim, whom is reportedly mentally disabled, could not tell police what happened and was taken to University Medical Center for treatment. No update has been made pertaining to his status.

KAMC News reports Todd explained to police that he plays the role of caretaker for the victim, but later admitted to continually hitting the victim with his fists.

It was later assessed by law enforcement that Todd himself is mentally disabled.

Police recalled overhearing the suspect talk to himself like he was being asked questions when nobody was in the room.

It was determined the suspect is not in full control of his mental faculties and he was granted a mental health private defender.

As of Monday, June 6, Todd was being held at the Lubbock County Jail on $10,000 bond.
